Many 'so-called' roofing "contractors" do Not remove the old felt paper, and simply nail new shingles over it.....Not inspecting for problems, ie. rot, loose sheathing, lack of nails,etc. This practice is widespread and allows some unscrupulous roofing crews to charge less labor & material costs, which makes them SEEM Like a "good deal"; but unfortunately, it is still True that "You get what You pay for"; However!!!
